Meeting Minutes BuildSmart Technical Advisory committee

January 27, 2010  Old County Courthouse   5:30 pm - 7:00 pm

Present: Brain Poster, Alan Richardson, Hermie Havvic, Matt Holland, Seth Westbrook, Mark Goodman, Tim Carter, Alan Stark, Pete Schwartz, Bruce Tidwell, Shana Sweitzer

Old Business:

1. Brian Bennet makes a Motion to adopt January 6, 2010 meeting minutes. Alan Richardson seconds.  Unanimous vote to adopt the January 6, 2010 meeting minutes.

Updates:

  1. Brian Bennett's Energy Auditor business will conduct three energy audits (blower door test, duct blaster, thermal imaging, and simple payback analysis) on four homes with various different years of construction, heating systems, and size; 1972 radian ceiling heated home, 1984 gas forced air home, 1972 propane/radiant floor home, 2006 forced gas home. Use the data to inform Commissioners and
  2. National Home Builders Conference and Expo - Was a green focus but not in vedors. A lot of accreditation for green building being offered, definitely not going away.
    • 21% of national carbon emission are from existing residential homes, of that percentage 70% are from homes built prior to 1983
    • Classes Rick attended compared various green building programs. Some comparison relevant facts: LEED residential is being used by the top 25% of high-end built homes; NAHB green building certification tacks on 1-2% additional costs LEED tacks on 3 ½ to 5 ½ % additional costs, however both can be done for less if a integrative planning process is utilized.
    • Upgrading existing homes, with regard to energy efficiency, is 4-8 times more cost effective than new construction. For example a $1000 of energy efficiency improvements in an preexisting older home is 4-8 times more cost effective than a $1000 of energy improvement in new construction.
  3. Review Hailey's Green Building and Development Committee DRAFT recommendation -: Mat Holland, Dembergh Construction, indicated that the program being considered is essentially the City of Boulder's based point system. They are going through the actual checklist and eliminating tactics which are not relevant or attainable for the City of Hailey and trying to match the program to meet goals. Energy improvement are phased and based on % above 2009 IECC. Voluntary at this point.
  4. How will Committee move forward with recommendations?
    • Two possible ways to move forward:

1.       Staff creates a list of motioned recommendations. Committee works with these tools to create a one or more preferred alternatives.

2.       Staff revises recommendations A, B,C to reflect motions and areas of agreement and eliminate tactics or tools the committee has not been supportive of.

New Business: Review Site, Water, IAQ and Waste Reduction and Recycling tactics.

  • Checklist or a point based system would exclude energy. Energy has been addressed in other recommendations.
  • Clarify how points or the actions recommended will be implemented; point based system with mandatory and cherry picked points or a simple check list?
  • What type of incentives? Go to the front of the line, Blaine County BuildSmart home certification and a Blaine County BuildSmart Builder?
    • Some builders indicate they would rather be recognized versus going to the front of the line.
  • Benefits of a point-based system with a sliding scale for home size is larger homes need to implement more green building tactics, consequently it is more equitable.
  • Confusion to how points or checklist would be used; reduce your HERS score if you can not reach it? NO, separate outside of energy. Would be used to help guide or incentivize builders or homeowners to address other areas of green building besides energy efficiency.
  • Committee members and participants in attendance went through the various suggestions and identified the following as the most effective listed actions from their perspective; the tactics are listed by priority as a function of most votes:

Site Disturbance

1.        Orient longer dimension of the structure to face within 20 degrees of south.

2.        Limit turf areas to less than 10% of available area.

3.        Restrict disturbance to native soils/plants to no more than twice the total sq. footage of the proposed building footprint.

Jobsite Waste Reduction and Recycling

Design level

1.        Engineer walls on 24 inch centers.

2.        Omit stud/block/stud detailing at wall intersections. Ladder framing techniques drastically reduce lumber consumption.

3.        Stack rafters and joists on stud layouts.

4.        Utilize SPS, ICU's in construction

Waste and the builder:

1.        Contractors and sub-contractors haul their own waste.

2.        Set up individual bins or large crates on site for wood, cardboard, metal, and other recyclables.  The bins can then be loaded by forklift on a truck and hauled to the recycling center.  This will eliminate tipping fees and transfer fees at the dump, however incurs cost to the builder and client in dealing with materials.

3.        Separate re-useable lumber and use for other needs such as blocking, stickers, nailers, shims, etc.

IAQ

1.        Install HRV system

2.        All interior Paints and Coatings to meet standards in Table 2, LEED MR 2.2.

3.        All particleboards and MDF's contain No Added Formaldehyde

4.        "Install an electric (hard wired) or ac/dc CO detector, located according to manufacturers recommendations."  Aspen

Water Conservation Measures

Indoor

1.        New and replacement plumbing fixtures shall be "low flow" and labeled as meeting EPA WaterSense criteria.

Toilets: 20% less than current federal standards

Faucets: 30% less than standard

Showerheads: 2.0 gpm

Outdoor/Landscape

1.        Install drip irrigation systems with no broadcast irrigation.

2.        Limit turf areas to less than 10% of available area.

* Next meeting February  3rd. Committee will review the checklist items, bring forward additional items for consideration, and eliminate non- quantifiable  or uninspectable items.
