3rd Draft - December 23, 2009 Residential Program - NEW CONSTRUCTION: All new construction projects, excluding LEED (with # energy and # water points (state how many points or what level of certification), are required to comply with the following sections. The exemptions listed above must show their intent to meet the requirements at the building permit review stage and receive final certification under the applicable program, prior to receiving a certificate of occupancy. (Need to determine if any additional programs would be suitable for an exemption.) Requirements Building Size : Use something similar to LEED for Homes bedroom size and home sq. ft. calculator to establish point requirements. Table 1. is an example - final table will more include a wider range of bedroom numbers and sq. ft. and will accurately reflect the number of points required, based on LEED for Homes points table/calculator.

GENERAL REQUIREMENTS (APPLICABLE TO ALL NEW CONSTRUCTION PROJECTS) Energy Efficiency - HERS Index Rating. A new dwelling shall be evaluated using the Home Energy Rating System (HERS). The HERS rating will be used for the verification of energy performance of new construction. A HERS rating shall be performed by a rater accredited by the Residential Energy Services Network (RESNET). Proposed HERS score would be submitted with the building permit and final score should be verified by a 3rd party and submitted to the building dept. prior to a Certificate of Occupancy. If requirements aren't met, either in-lieu fees or points in the amount equivalent to the % short of meeting the requirement may be approved. Waste Management Requirement: Bins for cardboard and clean wood waste must be on-site and will be verified by the building inspector during regularly scheduled inspection times. Require signatures when building permit is submitted for added accountability. Indoor Air Quality: Require equivalent to 2009 IRC - ASHRAE standard code rates or HRV. Water Conservation: Require all faucets, showerheads, and toilets to be certified by EPA's Water Sense label program (20% more efficient that standard fixtures). Durability and Assurance: must show installation specification and details on the plans. Require contractor to sign an agreement that states all items are installed to manufacture's specification. Verified by the Building Dept. at building permit review only. Education Materials and Resources: Provide education via a pamphlet with a list of resources, for more info. Points (Please refer to Boulder City, CO points list attached. Identify items that should be removed from the point's document. Identify what point spread should be and amend as appropriate. Need to add points option for lower HERS score.) Residential Program - ADDITIONS AND ALTERATIONS An applicant for a building permit for an addition to a dwelling or an alteration of a dwelling shall be required to obtain an energy audit. The applicant shall provide proof of the completed energy audit with a building permit application. The energy audit of the house shall quantify the annual energy performance of the building according to generally accepted standards for energy audits. An energy audit or an optional HERS rating report will indicate how efficiently the building is operating and where inefficiencies are occurring. (Energy Audit definition needed) ADDITIONS - Res-check is required regardless of size and if the addition is 500 sq. ft. or more the following is required:
Points must be applied to 1) the existing structure, 2) the addition or 3) some combination of both. Res-check shall be submitted and shall show that the addition complies with the energy requirements in table 2, under residential new construction (i.e. 15% better than 2009 IECC). ALTERATIONS- One of the following two pathways shall be complied with:
