The Christmas Day blackout was blamed on a "perfect storm" of ice, cold temperatures and high power consumption.  While there's not much that can be done about the weather, at least one group is seeking ways to reduce energy use.

A group of local governments and nonprofits just landed the largest Office of Energy Resources competitive grant made for energy efficiency.

This week the Idaho OER announced that our region won a $700,000 grant to dramatically reduce energy use, spark local job creation and reduce our carbon footprint.  These funds are part of the federal American Recovery and Reinvestment Act, which is being overseen by the state's Office of Energy Resources and will leverage approximately $800,000 in additional funds from the partners.

Becky's calendar for quarterly facilities walk-thru

Each department has received the most recent spreadsheet with information about their building's energy usage.  Due to the cold last month, only Parks had any reductions in Therms.

Action: Tom and Becky will meet to decide on a format for walk-thrus.  IT will start with finding out what each dept./bldg. is doing and then move on to any seasonal tightening up or preparations they will be taking on or like help on.

3rd Draft - December 23, 2009

Residential Program - NEW CONSTRUCTION:

All new construction projects, excluding LEED (with # energy and # water points (state how many points or what level of certification), are required to comply with the following sections. The exemptions listed above must show their intent to meet the requirements at the building permit review stage and receive final certification under the applicable program, prior to receiving a certificate of occupancy.  (Need to determine if any additional programs would be suitable for an exemption.)

City Hall window weatherproofing

Work progresses well and all departments in the building have appreciated the work.  Rick and Tex have also suggested some simple energy retrofits that they noticed could be done when they have other periods of free time. (i.e. adding dampers to heating vents in library, mastic caulk on all accessible heating and cooling ducts, motion sensor on basement light, outdoor window trim that is rotting, adding insulated ceiling to cupola skylights to reduce both winter heat loss and summer heat gain)

OER Update

The recently released RFP was reviewed along with the potential projects.

There was discussion about the Revolving Loan Fund or, more accurately called a Property Assessed Clean Energy program (PACE) and whether this was an eligible activity or not.  Initially we were told it is NOT but subsequently it appears that OER is shifting its position on this and will be amending the RFP accordingly.

HELP's new structure

The new structure suggested looks to lighten the meeting load for committee members as the work load within the departments increases.  Both the intensity of the grant writing that is required at this time and the process of each department developing their 15% carbon reduction plans and data collection systems will require more time than member's work in the past.  For these reasons, meetings will take place once a month to share department information and to provide an information assist for departments as they work towards their reduction goals.  The next meeting is set for Oct. 13, 11-12am

In 2008 the Environmental Resource Center partnered with Sun Valley, Ketchum, Hailey and Blaine County to perform a detailed assessment of their carbon emissions.

At present these are the local groups that are actively addressing climate protection issues (click on any one for a detailed listing of their efforts):

Hailey Environmental Leadership Program (HELP) Blaine Environmental, Economic and Energy Sustainability Team (BEST) Ketchum CDC's Energy Solutions Team (EST)

Following ICLEI's for Cities for Climate Protection program, these local governments began to implement these steps:

Milestone 1. Conduct a baseline emissions inventory and forecast. Based on energy consumption and waste generation, the city calculates greenhouse gas emissions for a base year (e.g. 2000) and for a forecast year (e.g. 2015). The inventory and forecast provide a benchmark against which the city can measure progress.
